OK first off disclaimer. I have not been in touch with Batman comics for a long time. But as I understand it, Barbara Gordon was shot and left paralyzed. Now I have been around long enough that they could easily give her a super powered chair.
It would be nice to bring her back.

Since 2011, Barbara Gordon (a.k.a. Batgirl), after extensive experimental surgery, can walk again:
Batgirl (2011) #1 "The New 52!".
Side note (comics):
Batgirl and Batwoman are two different characters with their own background history.
Batwoman (alias Kathrine 'Kate' Kane) first appeared in 1956. She was the counterpart of Batman, sometimes fighting crime together. In 1964 she 'disappeared/retired' from the comics. Later, different versions of her reappeared.
The present Batwoman was introduced in "Infinite Crisis (2005)". Her character and background have been changed and she replaces Batman as the ultimate crimefighter in Gotham City.
Batgirl was first introduced in 1961 and the character behind the mask was then Betty Kane. In 1967 she was replaced by Barbara Gordon, the daughter of Gotham City police commissioner James Gordon.
This, of course, is an oversimplified explanation.
