...kinda, or at least what it could've been. Some say the Screenwriters strike in 2007 during season 3 ruined it, and it certainly didn't help, but I felt it went-off rail immediately after season 2. In retrospect, I think they should've made the whole thing for cable, Netflix or something: 12 episodes a season would've been plenty (and given the opportunity for slightly more daring scripts). Oh well, at it's best it was one of the funniest things on TV IMO.
