Why no runtime and why is the empty runtime locked?

When the runtime is the same for all episodes it can be added on a series level. When it differs, it is added on an episodic level instead: https://www.themoviedb.org/tv/138501-agatha-all-along/season/1

Ok, for some mini-series the runtime at a series level is the total runtime, why not so here? Is that not the practice here on TMDB?
