Why do you think the second attempt didn't work?
Michael thinks it was the note Eleanor left herself, but it's more than that. Everyone came on too strong.
- Eleanor not having anyone to share her secret with is a good thing. Maybe she shouldn't have a soulmate.
- Give Chidi 2 soulmates, but don't make it so obvious which one he should choose then yank the choice away from him.
- Jason and Tahani were perfect for torturing each other, keep them as soulmates. Make Eleanor the Best Person still and have Tahani live in a place more suitable for a buddist monk.

Are you saying that these were problems with the episode or simply mistakes that Michael kept making as the villain? .

I think it didn't work because while they lost their memories, they kept their character development.
When Chidi was alive, he couldn't even make easy decisions. The fact that he spit out a name at all, so quickly, probably threw Michael for a loop. Likewise, Elenor should have been drunk and stealing shrimp, Jason brighted up to Janet right away, and Tahini sank right into existential despair for being singled out to be disparaged. (Though she had to admit her trousers were rather comfy.)
