A Hulk TV series would not be trying to divorce itself from the source material, it would be filled with cool special effects, complex plots, long arcs and more supporting characters. It wouldn't have everyone thinking Banner is dead nowadays would be a five episode thing, it would have people knowing he's The Hulk which would lead to more interesting obstacles and storylines.

Would have an ensemble cast for than it being a one man show. If it would have General Ross & Hulkbusters chasing The Hulk/Banner, they would switch back and forward fighting him somewhere or talking back at HQ training soldiers and testing weapons.

Can't do McGee because because it feels a bit dated and too much of a stretch of plausibility to have nobody do anything about The Hulk but a reporter, so it would go the comic book route.
If it has the army it wouldn't be necessarily constant fighting but more back at HQ with mission planning, tracking down Banner with CCTV and the internet. Most shows with war don't necessarily focus the battles but mostly told back at HQ or battleship like Battlestar Galactica or Star Trek Discovery.

Banner would have people helping on his search for a cure like Betty Ross, Rick Jones or Doc Samson, talking to him on a phone or laptop, occasionally meet up with him in what town he's at, helping him hack into a government facility etc.

Wouldn't have people constantly failing to notice him changing into The Hulk due to the world of CCTV and the internet.

Imagine it been like 2003 Hulk movie divided into episodes. Banner's childhood back story and relationships etc would be ideal for a serialized TV format.
