But, Louis XVI called on 20,000 soldiers, partly German and Swiss. This is the start of the process. On July 14, 1789, the people of Paris and the brand new guard created by the Paris Commune confront the royal troops and bring down the Bastille. The king must give up his absolute power. Faced with the popular revolts of the summer, the new Assembly voted to end privileges and adopted, on August 26, the Declaration of the Rights of Man and of the Citizen. Paris becomes a laboratory for democracy.
